Remember your School days, we used to take a pledge every morning that India is my country and all Indians are my Brothers and Sisters...and so on. All of us knows that this is based on idealism and the purpose is to create a bond between men and women so that they will respect each other. And exactly this is taught by Indian culture (which some are maligning), like when we ask someone for a favour or just for starting a conversation we say Bhaisahab and Behenji. This is the implementation of same childhood pledge.
Can this kind of mindset lead to rape? Of course not. We are not in a rapist country and rape is not in our culture as BBC is telling the world from its documentary. Rape is a brutal act of violence which is a very serious offence like murder, Drugs trafficking, etc. These crimes happen all over the world and is not confined to one place or the other. Yes, somewhere there is our fault as well. We have not created a fear among rapist but even if we do that rape will happen but the number will go down exponentially like others.
The solution to this problem is more concerned with male than female. They should need more correction in their mindset (don't get angry). First, they should not allow taking anything like Cigarette/Alcohol/Drugs or even Gutka. Second, they should keep their "Mardaangi" (masculinity) in control. This is the main thing because of which rapes happen. Third, they should not treat women as Maal (Item). If these only three points are kept in check, rape will not happen anywhere.
I have not watched the Documentary, so I can't justify it's banning. Banning also makes no sense if the documentary is showing the facts that can be put across to people. The freedom of expression should be respected but not misused. Another fact is also that there is a Ban Culture growing in India. Not just this some right-wing groups even try to ban the film PK. It is like if anything goes against you, Ban that damn thing! It is the misuse of Power which can be dangerous for any democratic country.
We Indians are not born yesterday, we have been living in almost all parts of the world peacefully taking our rich culture where ever we go. When the Nirbhaya incident happened in 2012, people came to streets in protest and the protest remained for weeks demanding #HangTheRapist. But I believe in #StopTheRape so that there won't be any need of hanging in the first place!
